Episode 113 – Public Infrastructure Financing in Nevada with Scott Shaver and Jake Campos: Part 1

In Episode 113 of the Land to Lots™ Podcast, Carter Froelich explores Nevada’s local improvement districts. His guests are Scott Shaver, a partner at Stradling, and Jake Campos, a managing director in Stifel’s Municipal Securities Group.

First, Scott and Jake explain how these districts work and how cities and counties oversee them. They also discuss which improvements districts can finance and why developer reimbursement is Nevada’s main approach. In addition, they explain how long-term, tax-exempt financing can support project economics. The conversation also covers when prevailing wage rules apply. This is Part 1 of a two-part conversation.

In this episode, you’ll learn:

  • Why Nevada uses three names for the same financing structure. These are local improvement districts (LIDs), special improvement districts (SIDs), and special assessment districts (SADs).
  • How cities and counties form and govern districts, and why those districts are not separate political subdivisions.
  • How land and assessments secure most developer district bonds, without a city or county general-fund repayment pledge.
  • Why Southern Nevada has used district financing more widely, and how its use in Northern Nevada is changing.
  • Which improvements districts can finance, including streets, curb and gutter, wet utilities, and parks. They also explain statutory limits for schools and fire stations.
  • Why Nevada districts generally reimburse developers after they complete improvements. However, the law also allows districts to finance construction with bond proceeds.
  • How signing a district financing agreement affects prevailing wage rules. They also discuss a different interpretation in one jurisdiction.
